The Central Lake Ontario Conservation Authority (CLOCA) is a community-based agency that works in partnership with watershed municipalities to protect the natural environment. CLOCA provides environmental services within the Region of Durham, from the Oak Ridges Moraine to Lake Ontario - from Ajax/Pickering in the west to Clarington in the east. CLOCA encompasses a 627 sq. km mix of rural and rapidly growing urban landscapes.
The GIS Technician supports geospatial data management, map production, and spatial analysis in projects related to watershed management, natural hazard mapping, regulatory compliance, and source water protection. This role maintains and edits spatial datasets, creates maps and web applications, and contributes to GIS-based workflows that support both internal departments and external partner agencies through shared services. The Technician works within CLOCA’s enterprise GIS environment, including ArcGIS and VertiGIS Studio platforms.
Responsibilities:
1. Maintain, edit, and document spatial datasets using ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise platforms.
2. Perform data entry, coordinate geometry (COGO), and digitizing tasks to build and update geodatabases.
3. Support and maintain web maps, feature layers, and dashboards using ArcGIS Online, ArcGIS Experience Builder, and VertiGIS Studio Web.
4. Assist in developing and updating print templates, workflows, and reports using VertiGIS Studio Workflow, Print Designer, and Report Designer.
5. Generate high-quality cartographic products and map books using ArcGIS Pro Map Series and Adobe Illustrator.
6. Conduct basic spatial analysis using geoprocessing tools in ArcGIS Pro, Model Builder, and introductory Python/Arcade scripts.
7. Support the maintenance of CLOCA’s shared GIS services, including preparing and distributing data or maps and online content for partner Conservation Authorities.
8. Manage and update spatial data repositories and base layers, ensuring accuracy and metadata consistency.
9. Provide input for data cleanup, validation, and spatial alignment processes during data migration or integration projects.
USER SUPPORT
1. Respond to internal and external mapping requests and data inquiries.
2. Provide basic troubleshooting and user support for ArcGIS Online and VertiGIS Studio applications.
3. Assist with training materials and user guides for web map use and basic GIS tasks.
4. Collaborate with other GIS staff and IT personnel to improve user experience with GIS tools.
OTHER
1. Maintain awareness of current GIS technologies, standards, and trends in Esri and VertiGIS Studio ecosystems.
2. Comply with CLOCA policies and contribute to a consistent and secure data governance framework.
3. Support ad hoc GIS and IT-related projects or assignments as directed.
EFFORT
1. Requires sustained attention to detail while editing geospatial data and producing maps.
2. Primarily office-based with flexibility for hybrid work.
3. Occasional field visits, public events, or meetings with partner agencies.
Qualifications:
1. Diploma or degree in GIS, Geography, Environmental Science, or a related field with a focus on geospatial technologies.
2. Experience using ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise.
3. Familiarity with VertiGIS Studio Web, Workflow, Print Designer, and/or Report Designer is a strong asset.
4. Understanding of geospatial databases (File Geodatabases, SQL Server/ArcSDE), metadata, and file management practices.
5. Basic scripting knowledge (e.g., Python, Arcade) is an asset.
6. Proficiency in Microsoft 365 tools (Excel, SharePoint, Outlook); familiarity with Power BI, QGIS, or FME is an asset.
7. Strong map design and layout skills using ArcGIS Pro and optionally Adobe Illustrator or Inkscape.
8. Effective communication, organization, and time management skills.
9. Valid Ontario driver’s license in good standing.
Wages and Benefits:
$64,575 to $78,570; 35 hours per week, benefits package; flexible/hybrid work arrangements available.
