The Water Resources Engineer is responsible for providing engineering support associated with development review, surface water modelling, and general engineering support for CLOCA environmental and Engineering Services.

The Central Lake Ontario Conservation Authority (CLOCA) is a community based agency that works in partnership with watershed municipalities to protect the natural environment. CLOCA provides environmental services within the Region of Durham, from the Oak Ridges Moraine to Lake Ontario - from Ajax/Pickering in the west to Clarington in the east. CLOCA encompasses a 627 sq. km mix of rural and rapidly growing urban landscapes.


Reporting to the Director of Engineering, the Water Resources Engineer is responsible for providing engineering support associated with development review, surface water modelling, and general engineering support for CLOCA environmental and Engineering Services.

Responsibilities:

Surface Water and Natural Hazard Management

  1. Delineates watershed and hydrologic catchments from various sources of information including topographic mapping, storm  design plans, etc.

  2. Collects required data and computes hydrologic parameters for the development of surface water quality and quantity  models, with assistance from Geographical Information Systems.

  3. Develops rainfall hyetographs using IDF curves and historic information.

  4. Develops, runs, and assesses hydrologic models  such as Visual Otthymo, and PCSWMM.

  5. Interprets model outputs.

  6. Conducts hydraulic assessments using open and pressure flow calculations and software including FlowMaster, CulvertMaster, HEC-2, and HEC-Ras/HEC-Geo Ras.

  7. Conducts stream and valley erosion assessments including meander belt assessments, rapid stream assessments, and confined valley erosion assessments.

  8. Compiles and maintains/updates corporate floodplain and erosion hazard mapping to meet provincial standards for flood hazard mapping.

  9. Coordinates floodplain mapping projects including project/contract administration. Compiles and maintains/updates corporate floodplain mapping.

Plan Review

  1. Reviews and analyzes technical and engineering information in development plans ensuring compliance with CLOCA and  provincial standards and guidelines, with attention to stormwater      management and natural hazards.

  2. Assesses information from reports related to Low Impact Development, stormwater management quantity and quality, water  balance, hydrogeology, fluvial geomorphology, flooding, and erosion; and submits comments and recommendations to CLOCA planning staff.

  3. Reviews plans ensuring adherence to environmental  hazard protection limits.

  4. Reviews technical components of development applications providing information and advice to Planning and Regulation  staff.

  5. Liaises with internal stakeholders to collaborate on comments, discussing potential comments that overlap other technical      specialities, ensuring all stakeholders understand issues related to the application. Where appropriate, liaise with engineering consultants discussing problems and resolutions.

  6. Participates in site visits with planning staff to aid in identification of natural hazard features, drainage/stormwater management requirements, and erosion and sediment control issues.

  7. Develops and maintains policies and guidelines for administration of stormwater management and natural hazard programs.

Flood Forecasting and Warning System

  1. Assists in the technical support of water monitoring and data collection programs through equipment installation, repair and maintenance, data retrieval, completion of stream surveys, flow measurements, rating curve development and model calibration.

  2. Analyses water monitoring data including stream level, stream flow, and rainfall.

  3. Acts as a Flood Forecasting and Warning Alternate and remains current on the FFW system.

  4. Provides “on-call” service, monitoring weather forecasts, watershed conditions, and      issuing flood messaging, as required. While “on-call”, the Engineer is expected to be available to respond to flood emergency 24 hours a day, 7 days a week inclusive of weekends and holidays during their shift. It is anticipated that the Engineer will  be on-call approximately 10-12 weeks per year.

Surface Water Quality Monitoring

  1. Participates in collection of surface water samples for the Provincial Water Quality Monitoring Network, and other  surface water quality monitoring programs.

  2. Manages lab submission process and water quality data.

  3. Selects equipment, conduct installation and  maintenance of stream flow gauging related to water quality sampling, and  complete analysis of water level/flow rating curves.

Other

  1. Complies with CLOCA policies, procedures, vision, and fundamentals.

  2. Participates as a member of various internal and   external committees as required.

  3. Participates in capital projects for both Engineering Services (i.e., erosion, flooding, stream flows, precipitation, hydrogeology, hydrology, hydraulics, soils, geology, and      geomorphology), and Conservation Areas (ie: public use system design, contract administration, and construction inspection).

  4. Leads staff including supervision of summer  students.

  5. Performs other tasks as assigned by management.

Qualifications:

1. Post-secondary education in Civil Engineering, Water Resources Engineering or Environmental Engineering field and minimum of four years related experience or equivalent combination of education and experience.

2. Professional Engineer designation with Professional Engineers of Ontario.

3. Ability to operate a computer and associated software, plus a printer and other common office equipment.

4. Knowledge of standard hydrologic and hydraulic modelling packages; understanding of and ability to use surface water modelling packages and ESRI GIS products.

5. Ability to use gauges, scales, ground and water survey equipment and ability to operate a computer and associated software, plus a printer and other common office equipment.

6. Knowledge of watershed ecosystems and watershed planning processes.

7. Good analytical, communication and organizational skills.

8. Ability to act tactfully and professionally.

9. Ability to adapt to a variety of changing priorities within the job.

10. Must have a valid driver’s license in good standing.

Wages and Benefits:

$79,000 to $96,115; 35 hours per week, benefits package.
