Web Application Developer
35 hours per week, benefits package; flexible/hybrid work arrangements available.
The Web Application Developer is responsible for designing, developing, and maintaining advanced enterprise solutions that integrate with content management systems, environmental data management platforms, and other enterprise applications.
The Central Lake Ontario Conservation Authority (CLOCA) is a community-based agency that works in partnership with watershed municipalities to protect the natural environment. CLOCA provides environmental services within the Region of Durham, from the Oak Ridges Moraine to Lake Ontario - from Ajax/Pickering in the west to Clarington in the east. CLOCA encompasses a 627 sq. km mix of rural and rapidly growing urban landscapes.
Reporting to the Information Management and Technology Manager, as a key member of the GIS / Information Services Team, the Web Application Developer is responsible for designing, developing, and maintaining advanced enterprise solutions that integrate with content management systems, environmental data management platforms, and other enterprise applications. The role involves the full lifecycle of application development, including design, implementation, testing, and client training. The position also provides technical support for shared services agreements across partner organizations. Furthermore, the role includes critical responsibilities in cloud security, identity management, and supporting environmental monitoring programs, ensuring that program data, applications, and related services are aligned with organizational security standards and risk management frameworks.
Responsibilities:
Application Development and Maintenance:
1. Design and develop portal content and applications, integrating enterprise content management systems, environmental data platforms, and other enterprise or third-party applications.
2. Ensure seamless integration of internal and external services into organizational applications, as required.
3. Support cross-functional teams in the conceptualization and development of enterprise application solutions.
4. Stay up to date with new development tools and strategies, incorporating them into design and implementation plans.
5. Work with stakeholders to continually enhance the efficiency and usability of enterprise systems, ensuring alignment with evolving business needs.
6. Provide expert guidance and support to business managers, IT teams, and other stakeholders in the optimization, support, and implementation of enterprise applications.
7. Recommend, schedule, plan, and implement software and infrastructure upgrades, migrations, and integrations with enterprise applications and platforms.
8. Participate in requirements gathering and define technical specifications for new systems, processes, and features under shared service agreements.
9. Participate in cross-training and knowledge-sharing with other team members to foster skill development and operational continuity.
10. Assist in the assessment, configuration, population, and implementation of commercial off-the-shelf (COTS) software to meet business needs.
Cloud Security and Identity Management:
1. Oversee the implementation of cloud security protocols for all cloud-based applications, ensuring compliance with security standards and protecting organizational data.
2. Manage identity and access management (IAM) processes across all cloud platforms, ensuring appropriate user permissions and access control.
3. Implement and manage Single Sign-On (SSO) and Multi-Factor Authentication (MFA) for all cloud-based services.

Conduct regular security assessments, audits, and penetration testing of cloud applications to proactively identify and resolve vulnerabilities.
Work collaboratively with IT and security teams to address security incidents, ensuring rapid resolution of identified threats.
Support for Environmental Monitoring Programs:
1. Develop and maintain applications, processes, and workflows that support environmental monitoring programs, ensuring compliance with regulatory and environmental standards.
2. Integrate program data, applications, and services into the broader organizational IT infrastructure.
3. Work with program stakeholders to develop and implement tools for data collection, monitoring, analysis, and reporting.
4. Ensure that systems and processes are aligned with the organization’s overall risk management and governance frameworks.
5. Regularly update data management practices to incorporate emerging industry best practices.
6. Collaborate with other environmental programs and stakeholders to leverage shared data, technologies, and solutions.
Shared Services Support:
1. Provide technical support and expertise in the ongoing maintenance and troubleshooting of shared service applications.
2. Collaborate with partner organizations to ensure seamless system integration and provide technical support for shared services agreements.
3. Contribute to the enhancement of shared applications by developing and integrating new features or processes that meet the evolving needs of partner organizations.
User Support:
1. Provide ongoing user support, training, and technical communication for enterprise applications.
2. Develop clear and comprehensive documentation to support users across the organization.
3. Offer additional IT support and troubleshooting assistance as needed, ensuring that staff can effectively use all supported applications.
Human Resources:
1. Contribute to development and implementation projects for both custom-built and off-the-shelf (COTS) software solutions, supporting alignment with organizational goals and user needs.
2. Assist in mentoring seasonal, co-op, and contract staff contributing to software development, configuration, and deployment tasks.
3. Provide guidance and support to internal staff on the effective use and configuration of custom-built and off-the-shelf software applications.
Qualifications:
1. Education: College diploma or university degree in the field of Computer Science, Software Engineering, or related disciplines; or equivalent work experience (4 years).
2. Technical Expertise:
· Expertise in SharePoint Online and SharePoint Framework (SPFx).
· Proficiency in .NET 8+and related frameworks.
· Strong experience with SQL Server 2019+ or equivalent modern database technologies (e.g., Azure SQL Database).
· Expertise in web development (HTML5, CSS3, JavaScript, TypeScript, AJAX, ReactJS, C#).
· Familiarity with Microsoft IIS or equivalent server platforms.
· Strong understanding of Object-Oriented Programming (OOP) and Design Patterns.
· Knowledge of cloud security practices, IAM systems, SSO, MFA, and related technologies.
3. Additional Skills:
· Exceptional graphic design and user interface presentation skills.
· Strong oral, written, and analytical communication skills, with proven ability to collaborate within cross-functional teams.
4. Licensing: A valid Province of Ontario Driver’s Licence, in good standing.
WORKING CONDITIONS:
1. The position is primarily office-based, with exposure to multiple tasks and deadlines.
2. Minimal exposure to physical hazards.
Wages and Benefits:
$75,265 to $91,570, 35 hours per week, benefits package; flexible/hybrid work arrangements available.
